In contrast to critics by commercial suppliers this article comes to different conclusions. On the one hand such a discussion seems to be useless in this early state of the e-learning market. On the other hand solutions without costs might have a strong influence of which commercial suppliers could profit as well.</para><para role="keywords"><emphasis role="bold">Keywords:</emphasis> e-learning; service; european market place</para></abstract><authorgroup><author><firstname>Björn</firstname><surname>Hekman</surname></author><author><firstname>Nadine</firstname><surname>Wenner</surname></author></authorgroup><biblioid class="uri">urn:nbn:de:0009-5-2099</biblioid><keywordset><keyword>e-learning</keyword><keyword>service</keyword><keyword>european market place</keyword></keywordset><subjectset scheme=""><subject>multimedia</subject></subjectset></articleinfo><section><title>MetaCampus REAL</title><para>Im April 2004 startete das EU e-Ten-Projekt MetaCampus REAL (Fördersumme: 1,2 Mio €) mit einer Laufzeit von 18 Monaten als Nachfolgeprojekt des EU IST-Projektes MetaCampus (Fördersumme 3,5 Mio € von 04/2001 bis 09/2003).<?d-linebreak?>Allgemeines Ziel der Projekte war und ist die Entwicklung eines europaweiten elektronischen Marktplatzes für E-Learning-Leistungen. Dazu wurde im ersten Projekt ein MetaCampus-Marktplatz-Prototyp erstellt, der nun im Rahmen des Folgeprojektes zur Marktreife geführt werden soll.</para><para role="caption"><inlinemediaobject><imageobject><imagedata width="158.8mm" depth="82.3mm" fileref="dippArticle-1.png" format="PNG" srccredit="embed" /></imageobject></inlinemediaobject><?d-linebreak?>Abbildung 1</para><para>Der MetaCampus Marktplatz (MM) ist ein nutzerfreundliches Portal für Lebenslanges Lernen zur Unterstützung des Lernenden bei Auswahl und Erwerb von Lernmaterialien, die bestmöglich auf Bedürfnisse, Präferenzen und das jeweilige Profil des Lerners abgestimmt sind. Dies erfolgt durch einen Matching-Prozess der vorhandenen Kompetenzen und der Zielkompetenzen. Als Instrument dient ein Soll/Ist-Vergleich, mit dessen Hilfe über das Benutzerprofil und die gewählte Weiterbildung das Kompetenzdefizit des Lerners ermittelt und entsprechend benötigte Kursangebote selektiert werden.</para><para>Um die Marktreife und damit die Möglichkeit zur späteren Implementierung im europäischen Raum zu erreichen, muss im laufenden Projekt überprüft werden, inwieweit der Marktplatzservice die aktuellen Bedürfnisse von Angebot und Nachfrage im E-Learning-Markt abdeckt. Dazu soll das Portal in Form von Piloten an drei verschiedenen Standorten getestet werden, die zugleich auch drei der wichtigsten Sprachräume repräsentieren: Belgien, Deutschland und Spanien (französischer, deutscher und spanischer Sprachraum). Belgien und Spanien beziehen sich dabei auf die berufliche Weiterbildung, während Deutschland die private Weiterbildung zugrunde legt. Die für die Erprobung benötigten Kurse werden von entsprechenden öffentlichen und privaten Bildungsträgern zur Verfügung gestellt (bspw. Universitat Oberta de Catalunya-UOC oder Klett GmbH). Bewertet wird der Marktplatz-Auftritt aus der Sicht der Anbieter (UOC und Klett GmbH) und der Nachfrager (Generalitat de Catalunya-DGOIE, Universität zu Köln und Le Forem). </para><para>Für die erfolgreiche Entwicklung und Wartung der drei Piloten sind France Telecom F&E und Atos Origin S.A. verantwortlich. Als weiterer Partner ist GEC (Gestión del Conocimiento SA) u.a. verantwortlich für die Entwicklung des Business-Plans. Koordiniert wird das Projekt und die einzelnen Partner von Atos Origin S.A.
